The picture shows neon tubes in red blue and yellow forming some kind of lettering, as if it was writing in the pattern of a radiator. Behind that in red neon is the outline of a human face. This most likely is drawing an analogy to Hal Bregg, as he ascends from the ADAPT and enters the train station on Earth. The thoroughly confusion with all the lights and shining things could have been tried to be expressed by this cover.
